Chap. 413.—An ACT authorizing the Standard Dredging Company to construct
a bulkhead between Thirty-eighth and Forty-ninth streets, extended, in the
city of Norfolk, and to deposit excavated material behind said bulkhead.

Whereas, the Standard Dredging Company is, by virtue of a con-
tract with the United States of America, widening Norfolk harbor
channel between Hampton Roads and the junction of the southern and
eastern branches of the Elizabeth river and wishes to construct the bulk-
head hereinafter described and deposit behind it excavated material,
and has obtained the consent of the owners of the adjacent high land,
and the area of taxable land will be thereby substantially increased.
Now, therefore,
1. Be it enacted by the general assembly of Virginia, That the
said Standard Dredging Company is hereby given the right to con-
struct a bulkhead, or any part of said bulkhead, and fill in behind it, or
any part of it, beginning on the southern side of Thirty-eighth street
extended, in the city of Norfolk, Virginia, at mean high water mark, and
running thence in a northwesterly direction twenty-one hundred and
thirty feet, more or less to the established bulkhead line thence, along
said established bulkhead line, in a northeasterly direction, six thousand
feet, more or less, thence in a southeasterly direction two thousand feet
more or less to Edgewater drive, at the north end of said drive and
thence in a southerly direction along Edgewater drive and beyond it,
along mean high water line following the meandering of the creek and
lakes, if any, to the point of beginning; provided, further, that satis-
factory arrangements are entered into with the city of Norfolk re-
specting its sewer, drain and storm pipes and all necessary extensions
thereof.
2. An emergency existing, this act shall be in force from its
passage.
