Chap. 304.—An ACT to amend and re-enact section 9 of an act of the general
assembly, approved March 17, 1926, and designated as chapter 149; to add
a new section to be numbered 23-a. [S B 368]

1. Be it enacted by the general assembly of Virginia, That there
is and hereby is added to an act of the general assembly of Virginia,
designated as chapter one hundred and forty-nine, approved March
seventeenth, nineteen hundred and twenty-six, a new section designated
as section twenty-three-a, to read as follows: |
Section 23-a. Every person or persons engaged in the business of
renting motor vehicles without drivers, who shall rent any such vehicle
without a driver, otherwise than as a part of a bona fide transaction
involving the sale of such motor vehicle, shall maintain a record of the
identity of the person to whom the vehicle is rented and the exact time
the vehicle is the subject of such rental or in possession of the person
renting and having the use of the vehicle, and every such record shall
be a public record and open to inspection by any person damaged as
to their person or property, by the operation of said vehicle, or by any
member of any traffic or police department in the discharge of their
duty. And any person who has been damaged as to their person or
property may require a production of such written record in person,
or by their duly authorized agent or attorney. And it shall be a mis-
demeanor for any such owner to fail to make or have in possession or
to refuse an inspection of the record required in this section.
The director of the division of motor vehicles shall prescribe a form
for the keeping of the record provided for in this section and the owner
shall use said form.
I
