Chap. 209.—An ACT to amend and re-enact section 3 of chapter 760 of the
acts of assembly of 1899-1900, entitled an act to incorporate the town of
Hillsville, as amended by chapter 242 of the acts of assembly of 1926, in
relation to the council of said towns. [H B 200]

1. Be it enacted by the general assembly of Virginia, That sec-
tion three of chapter seven hundred and sixty of the acts of assembly
of eighteen hundred and ninety-nine-nineteen hundred, as amended
by chapter two hundred and forty-two of the acts of assembly of nine-
teen hundred and twenty-six, be amended and re-enacted so as to
read as follows:
section 3. The government of the town of Hillsville, Virginia,
shall be vested in a council composed of four members and a mayor.
The mayor shall be elected by the legally qualified voters of the said
town, at large, and the four members of the council shall be elected
as follows: One from that part of each of the four magisterial dis-
tricts, Laurelfork, Pipers Gap, Sulphur Springs, and Pine Creek,
which lies within the corporate limits of said town, by the legally
qualified voters of said parts, respectively. The mayor shall preside
over the council meetings, and when a vote is taken and the council
is equally divided the mayor shall cast the deciding vote. Any three
members of the council shall constitute a quorum for the transaction
of business at any regular meeting. The mayor shall be invested
with all the powers and rights of a justice of the peace within the cor-
porate limits of said town. The council may elect one of its own mem-
bers a vice-mayor, who in the absence of the mayor, or in cases in
which the mayor is interested shall have and exercise the same rights
and powers as the mayor.
2. ‘This act shall be in force and shall apply to the election to be
neld in said town in nineteen hundred and thirty and every election
hereafter.
