Chap. 131.—An ACT to amend the tax Code of Virginia by adding thereto a
new section numbered 179-a, imposing a State license tax on fortune-tellers,
clairvoyants, and practitioners of palmistry and phrenology. [H B 320]

1. Be it enacted by the general assembly of Virginia, That the tax
Code of Virginia be amended by adding thereto a new section to be
numbered section one hundred and seventy-nine-a, which new section
shall read as follows:
Section 179-a. Fortune-tellers, clairvoyants, and practitioners of
palmistry and phrenology.—Any person who, for compensation, shall
pretend to tell fortunes, assume to act as a clairvoyant, or to practice
palmistry or phrenology, shall pay an annual State license tax of five
hundred dollars for each county or city in which any such business is
done. No license issued under this section shall be prorated. Nothing
in this section shall be construed as repealing an act approved March
thirteenth, nineteen hundred and eighteen, making it unlawful for any
company of gypsies or other strolling company of persons, to receive
compensation or reward for pretending to tell fortunes or to practice
any so-called magic art.
