1. Be it enacted by the general assembly of Virginia, That an
act entitled an act to authorize courts and other tribunals to take
judicial notice of the laws of other States and foreign countries and
of the United States, approved March fourteenth, nineteen hundred
and eighteen, be amended and re-enacted so as to read as follows:
Whenever in any case it becomes necessary to ascertain what the
law, statutory or otherwise, of another state or country, or of the
United States is, or was at any time, the court, judge or other judicial
officer or tribunal shall take judicial notice thereof, and may consult
any book of recognized authority purporting to contain, state or ex-
plain the same, and may ‘consider any testimony, information or
argument that is offered on the subject.
