Chap. 281.—An ACT to continue in force the War Memorial Commission, created
by, and duly appointed pursuant to, an act approved March 20, 1924, for thx
erection of a memorial to the patriotism and valor of the soldiers, sailors
marines, and women from Virginia who served in the World War, com-
mitting the Commonwealth of Virginia to the carillon and directing the
commission to do certain things and to provide that said memorial shall he
of the form of a carillon, or singing tower; to ratify all action of said com-
mission heretofore taken, except the selection by said commission of the
character or design of said memorial; to provide for the payment of all lega:
obligations heretofore incurred by said commission, and to repeal so mucl
of said act of March 20, 1924, as is in conflict or inconsistent with this act

Whereas, the general assembly, by an act approved March twen.
tieth, nineteen hundred and twenty-four, created a war memoria
commission for the purpose of erecting in the city of Richmond <
memorial to the patriotism and valor of the soldiers, sailors, marines
and women from Virginia who served in the World War; and |
Whereas, said commission was duly appointed as provided in saic
act and is now acting as such; and
Whereas, said commission has made a report to this session of the
general assembly of the action taken by said commission pursuant te
said act, which report shows that, though certain preliminaries have
been completed, nothing has yet been done in the actual erection of
said memorial; and
Whereas, it has been demonstrated that the sentiment and opinion
of the people of Virginia are overwhelmingly in favor of a carillon, or
singing tower, as the character or form for such memorial. Now,
therefore,
1. Be it enacted by the general assembly of Virginia, That the
war memorial commission, created by and duly appointed pursuant
to said act of March twentieth, nineteen hundred and twenty-four,
and now constituted and acting as such, is hereby continued in force.
Section 2. That the Commonwealth of Virginia is hereby com-
mitted to the carillon and does hereby direct said commission to make
a complete investigation of design and cost of a carillon fitting to
commemorate the valor of the Virginia world war soldiers and report
to the general assembly at its regular session in 1928; filing with said
report plans, specifications and estimated cost of the proposed carillon.
Section 3. It is an express condition of this act, however, that the
State of Virginia shall be put to no expense for the maintenance,
upkeep or operation of said carillon or singing tower after the com-
pletion of the same, but provision for such expense shall be made by
the city of Richmond, or, in default of such provision, such expense
shall be guaranteed by such organizations or individuals as shall be
acceptable to the attorney-general of Virginia. |
