Chap. 277.—JOINT RESOLUTION proposing an amendment to section 184 of
the Constitution of Virginia. [fH J R 15]
Signed March 23, 1926.
Resolved by the house of delegates, the senate concurring (a
majority of the members elected to each house agreeing), That the
following amendment to section one hundred and eighty-four of the
Constitution of Virginia be, and the same is hereby, proposed and
referred to the general assembly at its first regular session held after
the next general election of members of the house of delegates, for its
concurrence, in conformity with the provisions of section one hundred
and ninety-six of the said Constitution, namely:
Strike out from the Constitution of Virginia section one hundred
and eighty-four, which is in the following words:
Section 184. No debt shall be contracted by the State except to
construct, or reconstruct, public roads, to meet casual deficits in the
revenue, to redeem a previous liability of the State, to suppress in-
surrection, repel invasion, or defend the State in time of war. No
scrip, certificate, or other evidence of State indebtedness, shall be
issued except for the transfer or redemption of stock previously issued,
or for such debts as are expressly authorized in this Constitution.
And insert in lieu thereof the following:
Section 184. No debt shall be contracted by the State except to

debt shall be contracted by the State to construct, or reconstruct,
public roads, unless and until the question of contracting such debt,
and the amount thereof, shall have been submitted by the general
assembly to the people and answered in the affirmative by a majority
of the electors, qualified to vote for members of the general assembly,
voting thereon. No scrip, certificate, or other evidence of State in-
debtedness, shall be issued except for the transfer or redemption of
stock previously issued, or for such debts as are expressly authorized
in this Constitution.
