Chap. 276.—JOINT RESOLUTION proposing an amendment to the Constitu
tion of Virginia, in relation to special, private and local legislation.

Resolved by the house of delegates, the senate concurring (
majority of the members elected to each house agreeing), That the
following amendment to the Constitution of Virginia be, and the same
is hereby proposed and referred to the general assembly, at its first
regular session held after the next general election of members of the
house of delegates, for its concurrence, in conformity with the pro-
visions of section one hundred and ninety-six of the said Constitution
namely:
Add to the Constitution a new section to be numbered section
sixty-four-a, which new section shall read as follows:
Section 64-a. Additional cases in which the general assembly,
shall not enact any local, special, or private Jaw.—In addition to the
cases enumerated in section sixty-three of this Constitution, the
general assembly shall not enact any local, special, or private law ir
the following cases:
Authorizing or directing any city, town, county, district, or othe
political subdivision of the State, to issue bonds, notes, or other in.
terest-bearing obligations.
Concerning game, wild fowls, birds, fur-bearing animals, fish
oysters, crabs, clams, or shell-fish of any kind.
Providing for the construction, reconstruction, repair, or main.
tenance of roads, streets, alleys, bridges, or other highways, not part:
of the State highway system.
In all the cases enumerated in this section, the general assembly
shall enact general Jaws. Any general law shall be subject to amend.
ment or repeal, but the amendment or partial repeal thereof shall no
operate directly or indirectly to enact, and shall not have the effect
of the enactment of a special, private, or local law.
