Chap. 268.—JOINT RESOLUTION proposing an amendment to section 130
of the Constitution of Virginia, IS J R 6]

Resolved, by the senate, the house of delegates concurring (a
majority of the members elected to each house agreeing), that the
following amendment to section one hundred and thirty, of the Con-
stitution of Virginia, be, and the same is hereby, proposed and re-
ferred to the general assembly to be chosen at the next general election
of members of the house of delegates for its concurrence, in conformity
with the provisions of section one hundred and ninety-six of the said
constitution, namely:
Strike out from the Constitution of Virginia section one hundred
and thirty, which is in the following words:
Section 130. The general supervision of the school system shall
be vested in a State board of education, composed of the governor,
attorney-general, superintendent of public instruction, and three ex-
perienced educators to be elected quadrennially by the senate from a
list of eligibles consisting of one from each of the faculties, and nomi-
nated by the respective boards of visitors or trustees, of the University
of Virginia, the Virginia Military Institute, the Virginia Polytechnic
Institute, the State Female Normal School at Farmville, the School
for the Deaf and Blind, and also of the College of William and Mary.
so long as the State continue its annual appropriation to the last-named
institution.
The board thus constituted shall select and associate with itseif
two division superintendents of schools, one from a county and the
other from a city, who shall hold office for two years, and whose powers
and duties shall be identical with those of other members, except that
they shall not participate in the appointment of any public school
official.
Any vacancy occuring during the term of any member of the
board shall be filled for the unexpired term by said board.
_ And insert in lieu thereof the following:

Institute, the School for the Deaf and Blind, and also of the College of
William and Mary, so long as the State continue its annual appropria-
tion to the last-named institution, and one nominated jointly by the
board of the Virginia teachers colleges from the faculty of the State
Teachers College at Farmville, the State Teachers College at Radford,
the State Teachers College at Harrisonburg, and the State Teachers
College at Fredericksburg.
The board thus constituted shall select and associate with itself
(wo division superintendents of schools, one from a county and the
other from a city, who shall hold office for two years, and whose powers
and duties shall be identical with those of other members, except that
they shall not participate in the appointment of any public school
official.
Any vacancy occurring during the term of any member of the
board shall be filled for the unexpired term by said board.
