Chap. 223.—An ACT to amend and re-enact section 104 of an act to incorporate
the city of Newport News, in the county of Warwick, and provide a charter
therefor, approved January 16, 1896, as amended by an act of the general
assembly, approved January 24, 1900, as further amended by an act of the
general assembly approved March 1, 1916, as further amended by an act of
the general assembly approved March 4, 1918. [S B 307]

1. Beit enacted by the general assembly of Virginia, That section
one hundred and four of an act entitled an act to incorporate the city
of Newport News, in the county of Warwick, and provide a charter
therefor, approved January sixteenth, eighteen hundred and ninety-
six, as amended by an act of the general assembly, approved January
twenty-fourth, nineteen hundred, as further amended by an act of
the general assembly, approved March first, nineteen hundred and
sixteen, as further amended by an act of the general assembly, ap-
proved March fourth, nineteen hundred and eighteen, be amended
and re-enacted so as to read as follows:
‘Section 104. For the execution of its powers and duties, the
council may raise taxes annually by assessments in said city on all
subjects not withheld from city taxation by the State and such sub-
jects of taxation as have been, or may be, segregated to the city by
the State, for the purpose of taxation, such sums of money as may be
necessary to defray the expenses of the same, and in such manner as
it shall deem expedient (in accordance with the laws of this State, and
of the United States), provided, that no municipal levy upon real and
personal property in said city shall exceed two dollars upon the one
hundred dollars assessed value thereof, but by a four-fifths vote of the
entire council, such rate of levy may be fixed and made at an amaunt
not exceeding three dollars; and provided, further, that all levies upon
real estate shall be upon the assessed value thereof for the purposes of
taxation.
