Chap. 135.—An ACT authorizing the board of supervisors of Patrick county
to borrow money for the purpose of loaning same to the State, under the
provisions of existing State laws governing such loans, for the construction
of route No. 23 of the State highway system between Stuart, Virginia, and
the Virginia-Carolina line at or near the W. F. Martin place, and to issue
bonds therefor, not exceeding $50,000.00 in amount; and to authorize the State
highway commission to accept the said loan and to construct the said road.

1. Be it enacted by the general assembly of Virginia, That the
board of supervisors of Patrick county be, and it is hereby, authorized
and empowered to borrow a sum not exceeding fifty thousand dollars
in amount, for the purpose of loaning same to the State of Virginia,
under the provisions of existing State laws governing such loans, for
the building and construction of that portion of route number twenty-
three of the Virginia State highway system, beginning at Stuart, Vir-
ginia, where said route intersects route number twelve of said highway
system and ending at the Virginia-Carolina line at or near the W. F.
Martin place, and to issue bonds or notes therefor. All of said bonds
or notes shall be signed by the chairman of said board of supervisors
and countersigned by the clerk thereof; they shall mature in from one
to ten years, the exact dates to be fixed by said board; they shall be
in amounts to be designated and fixed by said board, and shall bear in-
terest at a rate not exceeding six per centum perannum. At maturity
said bonds shall be paid either out of the general county levy or out
of the fund derived when the State shall repay the county of Patrick
the amount loaned to it under this act. The money derived fron
the sale of said bonds shall be used for the construction and perma-
nent improvement of route number twenty-three of the Virginia State
highway system between Stuart, Virginia, and the Virginia-Carolina
line at or near the W. F. Martin place, and cannot be used for any
other purpose, it being the intent and purpose of this act to permit
the aforesaid board to loan the money derived from the sale of said
bonds to the State for this and no other purpose.
2. The State highway commission is hereby authorized to accept,
under the act known as the Robertson act, the advance mentioned in
the preceding section and to construct the said road.
3. An emergency existing in said county this act is hereby de-
clared an emergency act, and shall be in force and effect from the date
of its passage.
