Chap. 131.—An ACT to authorize the board of supervisors of Botetourt county
to construct, as hard surface roads, the uncompleted part of the Fincastle-
Springwood road within the Buchanan magisterial district, and the road
from Springwood to Buchanan, on the north or east side of James river,
both in said county; and also to authorize said board to issue and sell war-
rants on the county treasurer to provide for all the costs thereof, and to
make provisions for the payment of the interest on said warrants and the
retirement of the principal thereof at maturity. [H B 171]

1. Be it enacted by the general assembly of Virginia, That the
board of supervisors of Botetourt county is hereby authorized and
empowered to construct, as hard surface roads, the uncompleted part
of the Fincastle-Springwood road within the Buchanan magisterial
district of said county, and the road from Springwood to Buchanan,
on the north or east side of James river, in said county.
2. That to meet the expenses of constructing said road, including
machinery, outfit, tools, et cetera, and of acquiring any rights of way
for said roads, the said board of supervisors is hereby authorized and
empowered to issue and sell warrants on the county treasurer of said
county, payable in annual payments or installments not to exceed ten
years, bearing interest at a rate not to exceed five and one-half per
centum per annum, payable semi-annually until the warrants are
paid, and the aggregate amount of the warrants issued under this act
shall not exceed forty-five thousand dollars, divided into such amounts
as the board may hereafter fix upon.
3. The said board of supervisors of the said county shall, for.each
of the years in which the said warrants and the interest thereon are
payable, in laying the levy, make and lay a sufficient levy not in con-
flict with the general law, on the property in the Buchanan magis-
terial district in said counfy subject thereto, to raise sufficient amounts
to pay off the warrants, with all interest, then due and payable on any
and all of said warrants drawn under this act payable in said years,
in addition to current expenses assessable against the property in said
district for said years, and out of the said levies the said warrants and
interest shall be paid by the treasurer of said county, and shall be
credited to him in his settlement of said district road funds.
4. The great volume of traffic on said roads and the necessity
hat the work proceed at once is such that an emergency is declared
+o exist, and this act shall be in force from its passage.
