Chap. 84.—An ACT to amend the charter of the city of Portsmouth, approved
March 10, 1908, by nell of thereto a new section to be known as section 23-8,
empowering the council of the city of Portsmouth to prescribe rules and reg-
ulations concerning the rivers in said city, and authorizing the appointment of a
harbor master. {H B 133]

1. Be it enacted by the general assembly of Virginia, That the
harter of the city of Portsmouth, approved March tenth, nineteen
iundred and eight, be amended by ‘adding thereto a new section to be
nown as section twenty-three-a, empowering the council of the city of
-ortsmouth to prescribe rules and regulations concerning the rivers in
aid city, and'authorizing the appointment of'a harbor master. —
Section 23-a. The council of the city of Portsmouth shall have
ower and authority to cause the removal of any wreck or other ob-
truction to navigation in any river or the portion of any river lying
within the corporate limits of said city, and may make and enforce such
‘ules and regulations for the better use of the wharf, mooring; and other
‘acilitiés in said rivers in and surrounding said city as it may from time
o time deem proper, and for the purpose of carrying into effect the
provisions of this act and the general laws of the State of Virginia, the
council of said ‘city, if it deems propér to do so, may appoint a harbor
master ‘for’ the waters within gaid city at such salary 2 as they may de-
