1. Be it enacted by the general assembly of Virginia, That the
board of supervisors of the county of Loudoun be, and they are hereby
authorized to levy, in accordance with section one hundred and seventy-
three of the Constitution of Virginia, an additional capitation tax, not
exceeding one dollar per annum, for the use of the public schools of the
said county, on every resident of the said county not less than twenty-
ene years of age, except those who are exempted from the payment of
the State capitation tax.

2. An emergency existing, this act shall be in force from its passage.
