Chap. 30.—An ACT authorizing the county school board of James City county to
borrow money, not in excess of fifty thousand ($50,000.00) dollars, and to
issue its bonds therefor, for the purpose of repairing, altering, equipping, en-
larging and adding to the school buildings and facilities for transportation
of pupils, and for furnishing schoolhouses and buildings in Jamestown, Pow-
hatan and Stonehouse districts and requiring the board of supervisors of said
county annually to levy a tax to pay the interest thereon and to create a sink-
ing fund to redeem the principal thereof at maturity. {(H B 78]

1. Be it enacted by the general assembly of Virginia, That the
county school board of James City county is hereby authorized to borrow
& sum of money not exceeding fifty thousand ($50,000.00) dollars, and
to issue its bonds therefor, the said bonds to be issued in such denomi-
nations and to be payable at such time or times, not exceeding thirty
(30) years from the date thereof, as the said board may provide; that
they shall bear interest not exceeding six per centum per annum and
shall not be sold for less than par.
2. The bonds issued by the said school board, in pursuance of this
act, shall be signed by the chairman and countersigned by the clerk
thereof. The proceeds shall be used in Jamestown district as follows:
(a) Not more than six thousand dollars ($6,000.00) for alteration
and permanent improvement for the Jamestown white school.
(b) Not more than one thousand dollars ($1,000.00) for equipment
for the Jamestown white school.
(c) Not more than five hundred dollars ($500.00) for repairs and
equipment on the Mt. Pleasant colored school.
(d) Not more than five hundred dollars ($500.00) for repairs and
equipment for the Grove white school.
(e) Not more than three thousand dollars ($3,000.00) for equip-
ment for transporting pupils.
Not more than five thousand dollars ($5,000.00) for equip-
ment pnd permanent improvements for the James City county training
school.
(g) Not more than five hundred dollars ($500.00) for repairs and
equipment for the Centerville school.
' And in Powhatan and Stonehouse districts, as follows:
(a) Not more than twenty-five thousand dollars ($25, 000.00) for
addition to and alteration of the Toano school buildin
(b) Not more than five thousand dollars ($5,000. 06) for furniture
and equipment.
(c) Not more than three thousand dollars ($3,000.00) for the enlarge-
ment and general improvement of the Chickahominy and St. Johns
colored schools.
(d) Not more than five hundred dollars ($500.00) for the repair
and equipment of Blackstump white school.
The said bonds shall be liens on all the public school property in the
respective school districts.
3. That within one (1) year after the adoption of this act the
county school board of James City county shall present a written peti-
tion to the circuit court of the city of Williamsburg and county of
James City or to the judge thereof, in vacation, which petition shall set
forth in detail the several expenditures proposed to be made in James-
town district, and the several expenditures proposed to be made jointly
in Powhatan and Stonehouse districts, the several amounts deemed
necessary in pursuance of the purposes and objects for which the bonds
are to be issued as hereinbefore in this act set out, for any one or more
of the purposes herein authorized, and upon the presentation of such
petition the said court or Judge, as the case may be, shall order a special
election to be held in each of the magisterial districts of James City
county not sooner than thirty (30) days after the entry of such order,
for the purpose of submitting to the qualified voters of each of said
districts the question of the issuance of bonds for any or all of said
objects so presented by the petition as aforesaid, which election shall
be held as other special elections are held and conducted.
And in the event a majority of the persons voting at such election
shall be in favor of such proposed bond issue as to any one or more
of the said purposes voted on in Jamestown district, or the combined
vote of Powhatan and Stonehouse districts shall create a majority of
those persons voting at such election in favor of the proposed bond
issue as to any one or more of the said purposes voted on as to Powhatan
and Stonehouse districts, then the county school board of James City
county shall be duly authorized to issue and sell such bonds, permitted
under this act, as shall have been authorized at such election.
4. After the issuance of the bonds provided for in this act the
board of supervisors of James City county shall immediately levy (a
special tax on all the property subject to local school taxat on in James-
town district to create a sum sufficient to pay the interest and redeem
the principal of said bonds which have been voted for Jamestown dis-
trict, and shall Jay a special school tax in Powhatan and Stonehouse
districts sufficient to pay the interest and redeem the bonds at matur-
ity.
5. An emergency existing, this act shall be in force from its pas-
sage.
