Chap. 249.—An ACT to constitute the town of Falls Church a separate school dis-
trict; to provide for the administration of the schools in the said district; and
to prescribe the duties of the treasurers of the counties of Fairfax and Arlington
in relation to receipts and disbursements of school funds. {fH B 352}

Whereas, the town of Falls Church, Virginia, lies partly within the
jurisdiction of Fairfax county and partly within the jurisdiction of
Arlington county, and is so situated that portions of this town lie within
four magisterial districts; and,
Whereas, the location of the town of Falls Church as above mentioned
makes it difficult of adjustment to the county unit system of school
administration; now, therefore,
1. Beit enacted by the general assembly of Virginia, That the town
of Falls Church, Virginia, be and the same is hereby constituted a sep-
arate school district, the administration of the schools of which shall be
under a district school board composed of three members appointed by
the town council. The said board shall have the right to be represented,
by any of its members, whether they reside in that portion of the town
which is in either Arlington or Fairfax counties upon the school board
of Fairfax county, as provided in an act approved March twenty-fourth.
nineteen hundred and twenty-two. State moneys which are distributed
to Arlington county and Fairfax county on the basis of school population
shall be prorated, by the division superintendent of each county, for the
school district of Falls Church on the basis of the ratio of the number of
children within that portion of each county hereby set aside as a separate
district to the total number of children of school age of each county.
Said State money to be disbursed by the treasurers of the two counties
on warrants drawn by the school board of the town of Falls Church.
Said warrants when so drawn and paid are to constitute the legal dis-
bursement of such taxes by the county treasurers of Arlington and Fair-
fax counties.
The title to school property in the town of Falls Church, Virginia,
shall reside in the town of Falls Church district school board and the
administration of the schools shall be under said board, subject to the
approval of the county school board on all matters of county-wide con-
cern.
The county treasurers of Arlington and Fairfax counties are hereby
directed and charged with the duty of annually segregating the county
school tax levied and collected in Arlington and Fairfax counties on that
portion of the territory of said Arlington and Fairfax counties within
the corporation limits of the town of Falls Church, and crediting the
same to the school board of the town of Falls Church to be disbursed
on warrants of the district school board of the town of Falls Church on
account of salaries of teachers employed in said school district. Said
warrants when so drawn and paid are to constitute the legal disburse-
ment of such taxes by the county treasurers of Arlington and Fairfax
counties.
2. Except as herein provided, all the provisions of the general laws
of this State concerning towns constituting separate school districts
shall be applicable to the school district hereby created.
3. An emergency existing, this act shall be in force from its passage.
