Chap. 243.—An ACT to authorize, the county school board of Lee county to issue
and sell bonds for the p se of providing additional high school buildings at
Pennington Gap and St. Charles in Rocky Station district of said county; and
to levy a tax for the retirement of the same; and to provide for the submission
of the question of the issuance of said bonds to a vote of the people of a dis-
trict. 396}

1. Be it enacted by the general assembly of Virginia, That the
county school board of Lee county be, and it hereby is, authorized to
borrow a sum not exceeding forty thousand dollars ($40,000), and to
issue its bonds therefor, for the purpose of providing additional high
school buildings at Pennington Gap and Saint Charles in Rocky Station
district of said county. The said bonds shall be a lien on the public
property of the said district; they may be issued in such denominations
as the said board may provide, and may either be coupon or registered
bonds; they may be made payable at such time or times not exceeding
twenty years as the said board may provide; they shall bear interest
not to exceed six per centum per annum and shal! not be sold at less
than par; they shall be signed by the chairman of the said board and
countersigned by the clerk thereof.
2. The board of supervisors of Lee county shall provide for the
annual levy and collection of tax upon all the property within said
Rocky Station school district, subject to taxation for such purpose, at
such lawful rate as will provide for the payment of interest on the afore-
said bonds, and for the accumulation of a sinking fund to pay the prin-
cipal thereof at maturity.
3. But the foregoing provisions of this act are subject to the follow-
ing qualification, that no bonds shall be issued under this act unless
and until at a special election to be held in the said district on such date
as may be fixed by the judge of the circuit court of the said county on
application by the county school board, a majority of the qualified
voters of the said school district voting in the said election shall vote in
favor of the issuance of such bonds. And it is hereby made the duty of
the regular election officers to prepare the ballots and otherwise provide
for the submission of the said question to the voters at the said election.
On each ballot shall be printed in separate lines the following:

Against Bond Issue
Voters desiring to vote in favor of the issuance of the said bonds shall
strike out the words, “Against bond issue,” voters desiring to vote
against the bond issue shall strike out the words ‘For bond issue.’
Voters striking out or erasing the words “for” or ‘‘against’’ shall be
deemed to have stricken out or erased the entire line.
4. Anemergency existing, this act shall be in force from its passage.
