Chap. 211.—An ACT to amend sections 20 and 23 and to repeal section 123 of an
act amending certain sections of an act to incorporate the city of Newport
News in the county of Warwick, and to provide a charter therefor, approved
March 24, 1920, amending section 20, by changing the minimum re ular meet-
ings of the council, from each week to once in every two weeks and amending
section 23, by providing the amount of deduction of pay to members of the coun-
cil absent for two (2) meetings during the year and repealing peeen 123,
constituting a civil service commission for said city. [SB 266]

1. Be it enacted by the general assembly of Virginia, That sections
twenty and twenty-three of an act amending certain sections of an act
to incorporate the city of Newport News in the county of Warwick, and
to provide a charter therefor, approved March twenty-four, nineteen
hundred and twenty, be amended and re-enacted to read as follows,
and that section one hundred and twenty-three be repealed.
Section 20. The council shall meet at such times as may be pre-
scribed by ordinance or resolution; provided, however, that it shall hold
at least one regular meeting every two weeks. No business shall be
transacted at a special meeting, except that for which it shall have been
called, unless all members of the council attend such special meetings
or give their written consent thereto.
Section 23. Absence from five consecutive regular meetings shall
operate to vacate the seat of a member, unless said absence is excused
by the council by resolution setting forth the reason thereof and entered
upon the journal. For each absence of a councilman from a regular
meeting of the council, there shall be deducted from his pay a sum equal
to two per centum of his annual salary, if his compensation be in the
form of an annual salary, or the amount designated as the fee for attend-
ing said meetings, in case his compensation be in the form of attendance
fees, or both, in case his compensation be in both forms, except, however,
that in case of the absence of any councilman, excused by the council,
only his attendance fee, but not for more than two meetings during the
year, shall be deducted.
Section 123. This section is hereby repealed.
