Chap. 152.—An ACT to authorize and empower the board of supervisors of Wise
county, Virginia, to borrow the sum of $11,000.00 for the purpose of completing
the public highway from Pardee, in Gladeville magisterial district, to the
Kentucky State line, and to issue its notes for the repayment thereof in five
equal annual installments of $2,200.00 each, bearing interest at five per centum
per annum, and to levy taxes to pay principal and interest thereon. [H B 221]

Whereas, the board of supervisors of Wise county, Virginia, at their
meeting held December eleventh, nineteen hundred and twenty-three,
passed a resolution asking this general assembly for authority to borrow
the sum of eleven thousand dollars ($11,000.00) for the purpose of
completing the work on the county highway from Pardee, at the head
of Roaring Fork on Powell’s river, to the Kentucky State line, in the
Gladeville magisterial district of Wise county, Virginia; now, therefore,
1. Be it enacted by the general assembly of Virginia, That the
board of supervisors of Wise county be, and it is hereby authorized and
empowered to borrow the sum of eleven thousand dollars ($11,000.00)
for the purpose of completing the public highway in the said magisterial
district from Pardee to the Kentucky State line.
2. Said board shall issue its five notes, each for the sum of twenty-
two hundred dollars, maturing serially in from one to five years after
date, respectively, bearing interest at the rate of five per centum per
annum, to provide for the repayment of the said sum. Said notes
shall show on their face that they are for the purpose of financing road
construction in the Gladeville magisterial district of Wise county, but
the full faith and credit of Wise county is pledged for the payment of
the principal thereof and interest thereon.
3. Said board of supervisors shall annually levy a tax upon all the
property within said magisterial district, subject to taxation for such
purposes, including such property located, or the situs for taxation
whereof is, within the limits of incorporated towns therein which main-
tain their own streets, as will be sufficient to pay each year for five years
the principal of one of said notes in such year, and the interest thereon.
4, By reason of the fact that the public interest requires that said
road be constructed and improved immediately, an emergency is here-
by declared to exist, and this act shall be in force from its passage.
