Chap. 130.—An ACT authorizing the council of the town of Virginia Beach, Prin-
cess Anne county, Virginia, to issue bonds in accordance with the provisions of
section 127 (b) of the Constitution of Virginia, to acquire, maintain or estab-
lish a system of water works or other specific undertaking from which said
town may derive a revenue. [H B 272]

1. Be it enacted by the general assembly of Virginia, That the
council of the town of Virginia Beach, Princess Anne county, Virginia,
for the purpose of acquiring, maintaining or establishing a system of
water works, or other specific undertaking, from which said town may
derive a revenue, be, and it is hereby, authorized and empowered to issue
from time to time, in accordance with the provisions of section one
hundred and twenty-seven-(b) of the Constitution of Virginia, bonds in
such amounts as may be necessary to acquire, maintain or establish
such system of water works, or other specific undertaking; said bonds
shall be signed on behalf of the town by the mayor and attested by the
clerk or recorder of the town, and shall bear interest at a rate not ex-
ceeding six per centum per annum, and may be negotiated or sold in
such manner and on such terms as may be prescribed by the council.
Provided, however, that said bonds may be issued only after the ordi-
nance authorizing the same shall have been approved by the affirmative
vote of the majority of the qualified voters of the said town voting-upon
the question of their issuance at the general election next succeeding the
enactment of the ordinance, or at a special election held for that pur-
pose pursuant to any law now in existence or hereafter enacted provid-
ing the method by which cities or towns may vote upon the issuance of
bonds contemplated by clause (b), section one hundred and twenty-
seven of the Constitution of Virginia.

2. This act shall not be construed to take from the said town of
Virginia Beach the right to issue such bonds under the general law for
the issuance of such bonds by towns.

3.' In view of the fact that the said town of Virginia Beach is in
need of a water supply at once, an emergency is declared and this act
shall be in force from its passage.
