Chap. 116.—An ACT to amend and re-enact section 864 of the Code of VSB ta
Approved March 7, 1924.
1. Be it enacted by the general assembly of Virginia, That section
eight hundred and sixty-four of the Code of Virginia be amended and
re-enacted so as to read as follows:
Section 864. Their powers and duties generally: Expenses—The
said board shall be charged with the care and preservation and improve-
ment of the property belonging to the college, and with the protection
and safety of students and other persons residing on said property, and
in pursuance thereof shall be empowered to change roads or driveways
on said property or entrances thereto, or to close temporarily or per-
manently said roads, driveways and entrances; to prohibit entrance to
said property of undesirable and disorderly persons, or to eject said
persons from said property, and to prosecute under the laws of the State
trespassers and persons committing offenses on said property. Every
motor vehicle or other vehicle operated on any of the said roads or drive-
ways shall be driven with ordinary care at all times, having regard to
the width, traffic and use of the said roads or driveways, but in no case
shall the speed of any such vehicle operated on said roads or driveways
exceed twelve miles an hour, or when traversing a curve, eight miles an
hour; and any person exceeding the speed limits hereby established shall
be guilty of a misdemeanor, and, on conviction, shall be fined not less
than ten dollars or imprisoned in jail not less than five nor more than
thirty days, or both. The said board shall appoint as many professors
as they deem proper, and, with the assent of two-thirds of the members
of the board, may remove any professor or other officer of the college.
They shall prescribe the duties of each professor and the course and
mode of instruction. They shall appoint a president of the college, and
may employ such agents or servants as may be necessary; shall regulate
the government and discipline of the students; and, generally, in respect
to the government of the college, may make such regulations as they
deem expedient, not contrary to law. Such reasonable expenses as the
visitors may incur in the discharge of their duties shall be paid out of the
funds of the college.
