1. Be it enacted by the general assembly of Virginia, That at
least once in every two years, beginning on the first day of January,
nineteen hundred and twenty, and as often as the governor shall direct,
an inspection shall be made by the office of the State accountant of the
accounts and records of all city and county officials and agencies who
handle State funds, and a detailed written report of the condition of
the accounts and records made to the governor within thirty days
after each inspection. These reports shall be public records available
to the press and open to the general public.
2. Within fifteen days after the beginning of each regular session
of the general assembly, the governor shall transmit copies of these
reports to each house of the general assembly.
3. Any and all acts or parts of acts inconsistent with the provi-
sions of this act are hereby repealed.
