Chap. 243.——An ACT to authorize the school board of Newsoms school district
No. 8, the county of Southampton, Virginia, to issue bonds of the school
district for the purpose of erecting a public high school building at New-
soms, Virginia, for the said district. fH B 409]
Approved March 16, 1920.
1. Be it enacted by the general assembly of Virginia, That the
school board of Newsoms school district, number eight, of the county
of Southampton, is hereby authorized and empowered to borrow
money not exceeding the sum of sixty thousand dollars, to be used
for the construction of a public high school building at Newsoms,
Virginia, in the said district.
2. The said school board may issue bonds not exceeding sixty
thousand dollars for the said purpose, the said bonds to be in such
denominations as the said school board may determine, and they shall
bear interest at not exceeding six per centum per annum, payable an-
nually. The said bonds shall not be sold by the said school board at
less than their par value.
3. The bonds provided for in this act shall not be issued except
upon the approval of a majority of the citizens of the Newsoms school
district, voting in election, who were qualified to vote in the last pre-
ceding general election held therein, and such approval or non-ap-
proval, as the case may be, to be ascertained in an election to be held
for that purpose in said district, upon an order of the circuit court
of Southampton county or the judge thereof in vacation, at any time
after the enactment hereof, upon the petition of fifty freeholders of
said district, said election to be had upon thirty days’ notice thereof
duly posted at the front door of the courthouse of the said county
and at each of the voting precincts of said district, asking an election
hereunder, said election to be conducted in the same manner and by
the same election officers of said district in said county, who con-
ducted the general election next preceding the same. The ballots to
be used in such election shall be prepared as the ballots used in other
general elections and shall contain the words “For bond issue for
school purposes,” and “Against bond issue for school purposes,” and
if upon a canvass of the ballots cast it shall be found that a majority
of those voting are in favor of such bond issue, the fact shall be so
reported, and the said board, upon receipt of the notice of such re-
sult, shall proceed immediately to prepare, execute and negotiate such
bonds accordingly. —
4. The said bonds may be made payable and redeemable, at the
option of the said school board, at such time as it may declare, on the
face of the bonds.
5. The said bonds shall be a lien upon all the school property
of the said school district in the said county of Southampton, the
said school property being pledged for the payment of the principal
sum and the interest thereon.
6. The said school board shall provide for the payment of said
bonds and the accrued interest thereon’ in such manner and by such
means as may be lawtul and it shall deem necessary.
7. The board of supervisors of the county of Southampton may
guarantee the payment of said bonds so issued in accordance with
this act.
8. An emergency existing, this act shall be in force from its
passage.
