CxChap. 229.—An ACT to ratify, confirm and validate all elections, proceedings,
acts or things heretofore held, done and performed in the city of Norfolk
in reference to authorizing and issuing by the city of Norfolk, pursuant
to chapter 122 of the Code of Virginia of 1919, of thirty-year, five per cent
bonds of the city of Norfolk for the aggregate principal amount of six
million dollars, for the purpose of enlarging and improving the water
supply system of the city of Norfolk. [H B 438]

1. Be it enacted by the general assembly of Virginia, That all
elections, proceedings, acts or things heretofore held, done and per-
formed in the city of Norfolk, pursuant to chapter one hundred and
twenty-two of the Code of Virginia of nineteen hundred and nineteen,
for the purpose and object of authorizing and issuing by the city of
Norfolk of thirty-year, five per centum bonds of. the city of Norfolk
for the aggregate principal amount of six million dollars for the pur-
pose of enlarging and improving the water supply system of the city
of Norfolk, be and the same are hereby ratified, confirmed and vali-
dated, and said elections, proceedings, acts and things are and the same
are declared to be valid elections, proceedings, acts and things under
the provisions of said chapter one hundred and twenty-two of the
Code of Virginia of nineteen hundred and nineteen.
2. That all elections, proceedings, acts or things required by
said chapter one hundred and twenty-two of the Code of Virginia
of nineteen hundred and nineteen, to be held to exist, to have happened,
and to have been performed precedent to the issuance of said bonds,
were held, exist, have happened, and have been performed.
3. It being necessary to make available the proceeds of the sale
of said bonds, or a portion of them, for the immediate enlargement and
improvement of the water supply system of the city of Norfolk, an
emergency is declared to exist, and this act shall be in effect from
and after the date of its passage.
