Chap. 225.—An ACT to make an appropriation for the purpose of making
such changes in the Confederate memorial institute as will be necessary
to provide for housing the paintings presented to the State of Virginia by
Honorable John Barton Payne. {[H B 471]

Whereas, the Honorable John Barton Payne, a native of Virginia,
has presented to the State several valuable paintings in testimony of ©
his loyalty and affection for his mother State, which paintings have
been approved of by the art commission of the State; and
Whereas, the State has not at this time a building suitable for the
purpose of housing and hanging said paintings; and
Whereas, the executive committee of the Confederate memorial in-
stitute has offered a room in that building for this purpose, provided
the State will contribute such amount as may be necessary to make
the changes in said room suitable for the temporary keeping of said
paintings; therefore,
1. Be it enacted by the general assembly of Virginia, as follows:
That the sum of four thousand dollars, or so much thereof as may
be necessary, be, and the same is, hereby appropriated out of the pub-
lic treasury to be used for making the necessary changes in the room
offered by the Confederate memorial institute for said paintings ; and
that the auditor of public accounts be, and he is, hereby authorized to
issue his warrant for said sum, or so much thereof as may be neces-
sary, in favor of the Virginia Trust Company, as treasurer of the
Confederate memorial association, to be used for the purposes afore-
said.
2. There being an emergency for the above expenditure, this act
shall be in force from its passage and approval by the governor.
