Chap. 224.-An ACT to amend and re-enact section 2543 of the Code of Vir-
ginia. [H B 307]

1. Be it enacted by the general assembly of Virginia, That section
twenty-five hundred and forty-three of the Code of Virginia be
amended and re-enacted so as to read as follows:
Sec. 2543. Fines to be to State; how recovered; in what name.—
Where any statute imposes a fine, unless it be otherwise expressly
provided, or would be inconsistent with the manifest intention of the
general assembly, it shall be to the Commonwealth and recoverable
by presentment, indictment, or information. Where a fine without cor-
poral punishment is prescribed, the same may be recovered, if limited
to an amount not exceeding twenty dollars, by warrant, and if not so
limited, by action of debt, or action on the case, or by motion. The
proceedings shall be in the name of the Commonwealth. No action,
suit, or proceeding of any nature, however, shall be brought or had for
the recovery of a fine or costs due the Commonwealth or any politica!
sub-division thereof, unless within twenty years from the date of the
judgment imposing the fine.
