CHAP. 46.—An ACT to validate the proceedings of the city of Norfolk for
the issuance of certain bonds; to validate such of said bonds as have
been issued; and to authorize the issuance of such of said bonds as
have not yet been issued. [S B 60]

Be it enacted by the general assembly of Virginia as follows:
1. The resolution adopted by the council of the city of Nor-
folk on July twenty-fourth, nineteen hundred and nineteen, au-
thorizing the issuance of one million and twenty-one thousand
dollars of two-year, five per cent temporary loan bonds of the
city of Norfolk in anticipation of the issuance and sale of cer-
tain long-term or definitive bonds referred to in said resolution,
is hereby in all respects validated; and the proper officers of the
city of Norfolk are hereby authorized to execute and deliver said
bonds pursuant to said resolution without further action by the
council of said city.
2. The several ordinances of the city of Norfolk providing
for the issuance of the one million and twenty-one thousand dol-
lars of long-term or definitive bonds referred to in said resolu-
tion of July twenty-fourth, nineteen hundred and nineteen (be-
ing the bonds in anticipation of the issuance and sale of which
said temporary loan bonds are to be issued) are also hereby in
all respects validated; and the council of the city of Norfolk is
hereby authorized to cause said bonds to be issued at such time
or times as it shall by resolution determine.
3. The several ordinances adopted by the council of the city
of Norfolk, on July twenty-fourth, nineteen hundred and nine-
teen, authorized the issuance of, or amending prior ordinances
authorizing the issuance of, tax issues of bonds of the city of
Norfolk, of the aggregate principal amount of four hundred and
ninety-seven thousand dollars, dated August first, nineteen hun-
dred and nineteen, and bearing interest at the rate of five per
centum per annum, viz: thirty-seven thousand dollars of amory
bonds, fifty thousand dollars of water bonds, one hundred thou-
sand dollars of water bonds, one hundred and sixty-five thou-
sand dollars of water bonds, forty-five thousand dollars of city
farm bonds and one hundred thousand dollars of school bonds
are hereby in all respects validated; and the proper officers of
the city of Norfolk are hereby authorized to execute and deliver
said bonds pursuant to said ordinances, without further action of
the council of said city.
4. The council of the city of Norfolk is hereby authorized
to amend in any respect any ordinance or resolution hereby vali-
dated provided such amendment shall be consistent with the pro-
visions of the Norfolk charter of nineteen hundred and eighteen
relating to the authorization and issuance of bonds.
5. In case any bonds authorized by any ordinance or reso-
lution hereby validated shall have been executed or delivered
prior to the passage of this act, such execution and delivery are
hereby in all respects validated, and said bonds are hereby de-
clared to be valid and binding obligations of the city of Norfolk.
6. The city of Norfolk having heretofore contracted to sell
and issue the one million five hundred and eighteen thousand
dollars of bonds referred to in sections one and three of this
act, and the refunding at maturity of the temporary loan bonds
referred to in section one being dependent upon the validity of
the long-term or definitive bonds referred to in section two, an
emergency is declared to exist, and this act shall be in force from
its passage. | :
