CHAP. 45.—An ACT to appropriate the additional sum of. $100,000.00 out
of any money in the treasury not otherwise appropriated, to pay
criminal charges, the appropriation made for the year ending Feb-
ruary 28, 1919, and year ending February 29, 1920, being VS Boal

Whereas, the general assembly of Virginia of nineteen hun-
dred and eighteen, by chapter four hundred and ten, entitled an
act to appropriate the public revenue for the two fiscal years
ending, respectively, on the twenty-eighth day of February, nine-
teen hundred and nineteen, and on the twenty-ninth day of Feb-
ruary, nineteen hundred and twenty, approved March twenty-
sixth, nineteen hundred and eighteen, appropriated three hun-
dred and fifty thousand dollars for each of said years for the
payment of criminal charges; and,
Whereas, the sum appropriated for the year ending Febru-
ary twenty-eighth, nineteen hundred and nineteen, proved in-
adequate to pay charges for that year, and the auditor of pub-
lic accounts was unable to pay criminal charges presented to him
on and after the thirty-first day of J anuary, nineteen hundred
and nineteen; and,
Whereas, on March first, nineteen hundred and nineteen, the
criminal charges presented for payment between the first day
of February, nineteen hundred and nineteen, and March first,
nineteen hundred and nineteen, had to be paid out of the appro-
priation for the year commencing March first, nineteen hundred
and nineteen, and ending February twenty-ninth, nineteen hun-
dred and twenty, the appropriation for criminal charges for the
year ending February twenty-ninth, nineteen hundred and
twenty, will prove inadequate to meet the criminal charges for
that year, and the auditor of public accounts will be unable te
pay the criminal charges presented to him for payment unless
an additional appropriation is made; and,
Whereas, it is estimated by the auditor of public accounts
the sum of one hundred thousand dollars ($100,000.00) will be
required to meet the criminal charges to be paid up to and in-
cluding the twenty-ninth day of February, nineteen hundred and
twenty; therefore,
1. Be it enacted by the general assembly of Virginia, That
the sum of one hundred thousand dollars ($100,000.00) be, and
the same is hereby, appropriated out of any money in the treas-
ury not otherwise appropriated to pay criminal] charges, includ-
ing expenses of juries, witnesses and other criminal charges,
etcetera.
2. That this act shall be in force from its passage, because
an emergency exists in that, for insufficient appropriation, the
auditor of public accounts will be unable to pay criminal] charges,
payment of which are provided for by law, unless an additional
appropriation is provided.
