2. The sums hereby appropriated shall be payable as soon
as the condition of the treasury, in the discretion of the auditor
of public accounts, will permit.

3. The several appropriations made by this act may not
only be used for the specific purposes set out above, but au-
thority is hereby given to the special board of directors of any
institution named in this act to transfer within the institution
any such appropriation from the object for which especially ap-
propriated to some other object deemed more necessary in view
of later developments, subject, however, in every case, to the
approval of the governor first obtained.

4, An emergency ‘existing by reason of the fact that the
above-named institutions are needing the funds hereby appro-
priated to meet their financial obligations and to provide the
patients therein with proper care, this act shall be in force from
its passage.
