Chap. 94.—An ACT to authorize the issuance of $350,000 of bonds by the city
of Newport News, for the construction of permanent municipal improve-
ments. (H B 140]
Approved March 4, 1918.
1. Be it enacted by the general assembly of Virginia, That in
addition to the present indebtedness of the city of Newport News,
and certificates of debt, or bonds, which the council of the city is
authorized to issue; provided, such issue does not exceed the con-
stitutional limit, the council of said city may, by three-fourths vote
of each branch, in the name and for the use of said city, cause to
be issued, certificates of debt, or bonds (the form of which shall be
prescribed by the council), to the amount of three hundred and fifty
thousand dollars ($350,000.00), or any part thereof, from time to
time, until the full amount thereof has been issued, bearing a rate
of interest not exceeding six per centum per annum, and payable
in the discretion of the council, not less than twenty (20) nor more
than forty (40) years from their date.
2. The money derived from the sale of said bonds, or any part
thereof, shall be expended in permanent municipal improvements, to
be designated by the council before the submission of same to the
vote of the people.
3. No such certificates of debt, or bonds, shall be issued unless
and until the same shall have been authorized and the procedure
followed as set out in an act of the general assembly of Virginia.
