Chap. 61.—An ACT to amend and re-enact an act entitled an act to authorize
and direct work on the public roads of Goochland county by convicts at
the State farm, now located in Goochland county, approved March 14,
1912, so as to make the requirements thereunder more specific. .[S B 114]

Whereas, the State farm, now located in Goochland county, Vir-
ginia, upon the public highway between Richmond and Charlottes-
ville and many other principal points in the State, the most of which
forms a part of the State highway system, is well equipped to do
road work, having many convicts and a stone quarry on said farm,
adjacent to the railroad tracks of the Chesapeake and Ohio railroad
company, and
Whereas, it is of public interest and of great benefit to many of
the middle counties, lying between Richmond, Charlottesville and
Lynchburg and counties adjacent thereto on both sides of the James
river and the State generally to have this part of the State highway
system a good road leading from the capital of the State westwardly,
up the James river, through the heart of the State, through the
State farm toward Charlottesville and Lynchburg, and
Whereas, it is sometimes necessary for the State farm and the
State itself to use this most important road in the State, about its
business, and :
Whereas, it 1s important that this part of the road be improved
it once, an
Whereas, the said State farm has been located in Goochland
ounty for a number of years and has never, and is not now, paying
ny taxes to the county of Goochland, in which it is located, upon
ny of its vast properties now owned by it in said county.
Now, therefore, be it enacted by the general assembly of Vir-
inia, That the penitentiary board and those under their direction
re hereby authorized to build a permanent road from the State
arm in Goochland county to Goochland court house, the top dress-
ng and necessary material for said road to be furnished by the
ounty of Goochland; this work to be done by the convicts of the
tate penitentiary and State farm teams and when and at such
‘imes as in the judgment of the superintendent of the farm, with
the approval of the board of directors of the State farm, the work
can be done without interfering with the farm operations and farm
work. All work to be done under the supervision and direction of
the State highway commission.
