Chap. 344.—An ACT to ratify, confirm and validate all elections, proceedings,
acts or things heretofore held, done and performed in the city of Nor-
folk, a city having a population in excess of sixty-five thousand inhabi-
tants and less than one hundred thousand inhabitants, in reference to
the granting, pursuant to chapter 55 of the acts of the general assembly
of 1916, of a special form of government to the said city by the general
assembly, as provided for by an act approved February 7, 1918.

1. Be it enacted by the general assembly of Virginia, That
all elections, proceedings, acts or things heretofore held, done anc
performed in the city of Norfolk, a city having a population ir
excess of sixty-five thousand inhabitants and less than one hun.
dred thousand inhabitants, in reference to the granting, pursuant
to chapter fifty-five of the acts of the general assembly of nineteer
hundred and sixteen, of a special form of government to the saic
city by the general assembly, as provided for by an act approvec
February seventh, nineteen hundred and eighteen, be and the sams
are hereby, ratified, confirmed and validated; and said elections
proceedings, acts and things are, and the same are, declared to b
valid elections, proceedings, acts and things, under the provision
of said chapter fifty-five of the acts of the general assembly of nine
teen hundred and sixteen.
2. That all elections, proceedings, acts or things required b
said chapter fifty-five, acts of the general assembly of ninetee:
hundred and sixteen, to be held, to exist, to have happened, anc
to have been performed precedent to and in the granting of said
special form of government to the said city of Norfolk by the
general assembly of Virginia, by the said act approved February
seventh, nineteen hundred and eighteen, exist, were held, have hap-
pened, and have been performed.
8. It being necessary to hold a municipal election in said city
for the election of councilmen on the second Tuesday in June, nine-
teen hundred and eighteen, an emergency is declared to exist, and
this act shall be in effect from and after the date of its passage.
