1. Be it enacted by the general assembly of Virginia, That an
act approved February fifth, nineteen hundred and fifteen, and en-
titled an act to amend and re-enact an act approved March twenty-
fifth, nineteen hundred and two, entitled an act to amend and re-
enact an act entitled an act in regard to the notice by publication
of the codification of the ordinances of the city of Norfolk, approved
March tenth, nineteen hundred and two, be amended and re-enacted
so as to read as follows:
Whereas, the councils of the city of Norfolk propose making a
new codification of the city ordinances, and the publication of the
sald codification at different times, in separate volumes, or a com-
plete publication at one time, as the councils may determine; and
Whereas, in so doing changes will be made in many of the pres-
ent ordinances; and
Whereas, the charter requires all ordinances prescribing a penal-
ty to be published for two days, of which Sunday may be one, in
consecutive issues, in one, or not exceeding two, of the daily news-
papers published in the city of Norfolk; and |
Whereas, it will be impracticable to publish said ordinances sv
changed and codified, in whole or in part, and publish at one time.

Whereas, it is desirable to provide for this and future codifi-
cation of the ordinances of the city of Norfolk; therefore,
Be it enacted by the general assembly of Virginia, That when-
ever the councils of the city of Norfolk shall codify, in whole o1
in part, and print at one time, or from time to time, in book form.
the ordinances of the said city, or any part thereof, it shall be un-
necessary to publish any new or changed ordinances therein con.
tained in a newspaper, as provided for by the charter of the city
of Norfolk, and all ordinances therein contained shall take effect
after said codification, or codifications, shall have been printed in
books or book form, and notice of the fact that said codification
or codifications, have been printed in books or book form and that
the same may be seen at the office of the city clerk, shall have been
published for five days in successive issues of one, or not exceeding
two, of the daily newspapers published in the city of Norfolk; pro.
vided, that no change in the ordinances and no new ordinances shal
be included in such codification, unless the same shall have been in.
troduced or proposed at the councils at least thirty days prior tc

tion to the public from the time they are introduced or proposed
