Chap. 14.—An ACT to declare the termination of the powers granted under an
act entitled an act to annex additional territory to the city of Norfolk, and
to provide for the governinent of said annexed territory, approved March
14, 1902, and all acts amendatory thereof, or any part thereof; and to
ratify all acts heretofore done under said act or acts amendatory there-
of. {H B 24]

1. Be it enacted by the general assembly of Virginia, That the
powers granted and expressed in an act entitled an act to annex
additional territory to the city of Norfolk, and to provide for the
government of said annexed territory, and in all acts amendatory
thereof, or any part thereof, be, and the same are hereby, declared
to have ceased and terminated fifteen years from the time that said
act became effective by section eighteen thereof, to the same extent
as if it had been so expressly provided in said act. :
2. All acts and things done under the said act from the time
the same became effective under section eighteen thereof, and for
fifteen years thereafter, are hereby ratified and confirmed.
3. The administration of public justice being involved, an emer-
gency is declared to exist, and this act shall be in force from its
passage.
