1. Be it enacted by the general assembly of Virginia, That the
circuit court of Montgomery county, or the judge thereof 1n vaca-
tion, is hereby authorized, and may, in his discretion, appoint two
additional commissioners in chancery, who shall have powers and
duties as those already authorized by law; provided that at least
one of said commissioners shall, when practicable, be an expert ste-
nographer.

2. The services of an additional commissioner in chancery who
is an expert stenographer being needed, an emergency is declared to
exist, and this act shall be in force from its passage.
