Chap. 10.—An ACT to establish ‘The State Highway System.” [S B 23.
Approved January 31, 1918.
Be it enacted by the general assembly of Virginia, That there
be and hereby is created and established “The State Highway Svys-
tem” to consist of roads and projects, running from and to the fol-
lowing points: |
PRIMARY ROADS.

The State highway commissioner shall locate and establish, by
surveys or otherwise, as soon as possible the exact routes to be fol.
lowed by the roads comprising “The State Highway System,” a:
set out above, and shall prepare and keep on file in his office fo.
public inspection a complete map showing the routes so located anc
sstablished by him. The said roads from and to the points desig
nated above shall be designated and known as “The State High,
way System.”
The roads embraced within “The State Highway System” shal
be established, constructed and maintained exclusively by the State
under the direction and supervision of the State highway commis
sioner, with such State funds as may hereafter be appropriatec
and made available for such purposes, together with such appro.
priations as may be hereafter made by any county, district, city o1
town in this State, and such funds as are now available or which
may hereafter be derived from the federal government for road
building and improvement in this State.
In undertaking the construction of roads on the routes consti.
tuting the State highway system preference so far as practicable
shall be given to such parts of such routes as will form connecting
links between permanent roads already constructed by State a1
and from the proceeds of bond issues or other county funds con-
tributed by counties, or cities or towns, to the end that equitable
consideration may so far as possible be given those counties, cities
and towns that may already have constructed parts of roads con-
stituting the said system and also to the end that through routes
across the State may be provided as speedily as may be practicable.
The roads within “The State Highway System” which may now
or shall hereafter be, in the opinion of the State highway com-
missioner, in maintainable condition shall be maintained by the
State from funds now or hereafter available for this purpose, said
maintenance to be under the direction and supervision of the State
highway commissioner, but this shall not apply to toll roads so
long as toll gates are maintained thereon.
Varrants for the expenditures of the funds appropriated for
the construction and maintenance of “The State Highway System”
shall be issued by the auditor of public accounts upon certificates
of the State highway commissioner that the parties are entitled
thereto and shall be paid bv the State treasurer out of funds appro-
priated for that purpose.
