Chap. 89.—An ACT providing for the expenses of the members of the gen-
eral assembly in attending the extended session beginning on March
8, 1915. (H. B. 117)

Whereas, the present extraordinary session of the general assembly
has been unprecedented in the importance of the work undertaken; and
Whereas, notwithstanding the consistent efforts made by the general
assembly to complete the work within the thirty days for which pay is
allowed by the Constitution, it has been impossible to do so, and am
extended session has been necessary, and the members have had to re-
turn to complete the work of tax revision; and
Whereas, under the Constitution no salary can be paid the members
of the general assembly exceeding thirty days; and
Whereas, while salary cannot be paid, the people of the State would
not and could not expect the members of the general assembly to give
their time to the public service without compensation, and bear their
own expenses besides.
Now, therefore, be it enacted by the general assembly of Virginia,
That the auditor of public accounts be and he is hereby authorized and
directed to issue his warrant upon the treasurer in favor of each member
of the general assembly and the lieutenant governor, for fifty dollars
each to pay the necessary expenses of the members in their attendance
upon the extended session to consider the bills necessary in the com-
pletion of the system of tax revision, begun at this extraordinary session.
It being desirable that the members should not be required to draw
upon their private funds for the payment of the said expenses, an emer-
gency is declared to exist, and this act shall be in force from its passage.
