Chap. 91.—An ACT to authorize the board of supervisors of Middlesex county
to order an election by the qualified voters of Middlesex county upon the
question of making the free bridge across Urbanna creek, at Urbanna, a
toll bridge, and providing the rate, and for the collection of tolls thereon,
and the disposition of money received from tolls and for the ultimate
erection of a permanent free bridge across Urbanna creek, at Urbanna,
Va. (Ss. B. 101.)

1. Be it enacted by the general assembly of Virginia, That
the board of supervisors of Middlesex county be, and it is hereby
authorized, to call a special election of the voters of Middlesex |
county, upon the question of making the free bridge across Urbanna
creek, at Urbanna, in the county of Middlesex, built in pursuance
of acts approved January twenty-seventh, eighteen hundred and
ninety-six, a toll bridge.
2. At such special election ballots shall be used as provided by
law, upon which shall be printed:
For toll bridge.
For free bridge,
and the voter shall indicate his intentions by striking out that for
which he does not wish to vote.
3. If a majority shall vote for a toll bridge, the result shall be
certified to the circuit court of Middlesex county and a record
thereof made in the common law order book, and it shall then be
lawful for the board of supervisors of Middlesex county to declare
the said bridge a toll bridge and to fix such rates of toll as may be
deemed by it just and reasonable and shall provide for the collection
thereof as it may deem proper.
4. The funds arising from the tolls herein provided shall be
used first to the necessary repair and upkeep of the bridge and the
expense of collecting the tolls, and the remainder, if any, shall con-
stitute a fund, to be invested by the said board as to it may seem
best, and to be used later for the building of a permanent free bridge
at said place; and when said fund is sufficient, the said board of
supervisors of Middlesex county is authorized to erect such perma-
nent free bridge, out of the funds herein provided, and when so
built to open the same as a free bridge.
