Chap. 9.—An ACT to appropriate $19,954.24, the unexpended balance of ap-
propriations heretofore made by the general assembly for the erection
of a monument on the battlefield at Gettysburg, Pennsylvania, to com-
memorate the services of Virginia troops in the battle on that field, so
as to make this amount available for that purpose and not lapse into
the treasury under the constitutional provision respecting appropria-
tions. (S. B. 111.)

Whereas, the general assembly by various acts heretofore passed
made provision for the erection of a monument on the battlefield at
Gettysburg, Pennsylvania, to commemorate the services of Vir-
ginia troops in the battle on that field, and appropriated money to
carry out the provisions of said acts; and
Whereas, there is now in the treasury of the Commonwealth a
balance of nineteen thousand nine hundred and fifty-four dollars
and twenty-four cents appropriated to that purpose, which sum
will lapse into the treasury to the credit of the general fund of the
Commonwealth unless reappropriated; and
Whereas, the work provided for in said acts has not been com-
pleted; therefore,
1. Be it enacted by the general assembly of Virginia, That
the sum of nineteen thousand, nine hundred and fifty-four dollars
of any money in the treasury not otherwise appropriated for carry-
ing out the provisions of the acts of assembly, namely, chapter one
hundred and fifty-one, acts nineteen hundred and eight; chapter
one hundred and three, acts nineteen hundred and ten; and chapter
one hundred and fifty-four; acts nineteen hundred and twelve, all
having for their purpose the erection of a monument on the battle-
field of Gettysburg, Pennsylvania, to commemorate the services of
Virginia troops in the battle on that field.
2. The use of this money being immediately needed, an emer-
gency exists, therefore this act shall be in force from its passage.
