Chap. 255.—An ACT to authorize and require the board of supervisors of
Powhatan county, by and with the approval of a majority of the quali-
. fled voters in said county, to levy a special road tax, to be used for per-
manent road improvements in said county. (H. B. 120.)

1. Be it enacted by the general assembly of Virginia, That
the board of supervisors of Powhatan county shall annually levy,
along with the county levy, a special county road tax upon the
property, real and personal, assessed for taxation in said county,
of not less than ten cents nor more than fifty cents on the hundred
dollars of value, to be determined by the county road board of said
county. Said special tax when so levied and collected shall be used
under the direction of the county road board for the permanent im-
provement of roads in the said county, and shall be kept separate,
and an account must be kept by the county treasurer to be known
as “the permanent road fund.”
2. Before this act shall go into effect it must be approved by a
majority of the qualified voters of Powhatan county at the general
election to be held November, nineteen hundred and fourteen. The
board of supervisors shall have printed as many ballots as are re-
quired of congressman at said election, upon which shall be printed
“For special road tax law” and “Against special road tax law” in
two lines. The voter shall mark out the line “For special road tax
law” if opposed to the law, or mark out the line “Against special
road tax law” if in favor of the law. The manner of voting these
ballots shall be the same as in other elections. If a majority of those
voting on the special road tax law shall vote in favor of. it, this
act shall go into effect, otherwise it shall not go into effect.
