Chap. 249.—An ACT to amend and re-enact section 5 of an act entitled an
act to amend and re-enact an act approved March 30, 1871, entitled an
act to incorporate the town of Strasburg, in Shenandoah county, ap-
proved March 19, 1884. (S. B. 304.)

1. Be it enacted by the general assembly of Virginia, That
an act entitled an act to amend and re-enact section five of an act
entitled an act to amend and re-enact an act approved March thir-
tieth, eighteen hundred and seventy-one, entitled an act to incor-
porate the town of Strasburg, in the county of Shenandoah, ap-
proved March nineteenth, eighteen hundred and eighty-four, be
amended and re-enacted so as to read as follows:
Sec. 5. The said council of the town shall judge of the election,
qualification, and returns of its members; may fine them for dis-
orderly behavior, and, with the concurrence of two-thirds, expel
a member. Whenever, from any cause, a vacancy shall occur in
the office of mayor or councilman, the same may be filled by the
council by the appointment of any one eligible to such office. The
mayor and councilmen shall compose the council of said town. They
shall meet on the first week day in September following their
election, having taken the oath of office prior to the first day of
September, according to law, they shall proceed to appoint From
their own body, or from the electors of the said town of Strasburg,
or from the electors of the county of Shenandoah, in which said
town is located, a clerk and a sergeant, who shall hold their offices
for the same term as the council, unless sooner removed by said
council. Said council shall have power to appoint any additional
officer that in their judgment may be necessary for the convenient
and judicious government of said town. The council shall have
power to prescribe the duties and compensation of all officers ap-
pointed by them, and to require of them, bond, with approved se-
curity, for the faithful performance of the duties of their respective
offices, and to fine or remove them from office for failure to perform
the duties prescribed.
At being important that the town of Strasburg shall have the
yower to appoint, at the earliest practicable time, the officers in-
ieated’ in this act, and in accordance therewith, an emergency is
declared to exist, and this act shall be in force from its passage.
