Chap. 183.—An Act to authorize and provide for the purchase of a suitable
— lot of land {n close proximity to the capitol, in the city of Richmond,
and to create a State building commission to act for the State, and to
make an appropriation therefor. (H. B. 481.)

1. Be it enacted by the general assembly of Virginia, That
Ilenry C. Stuart, governor, J. Taylor Ellyson, lieutenant governor,
Iedwin P. Cox, speaker of the house of delegates, John Garland
Pollard, attorney general of Virginia, C. Lee Moore, auditor of
public accounts, or their successors in office be, and they are hereby
created a State building commission to represent the Common-
wealth of Virginia and act for her by proceeding at once to nego-
tiate for the purchase of the lot in the city of Richmond owned
by the city of Richmond known as the Ford lot, at a cost not to
exceed one hundred and eighty thousand dollars and that amount
is hereby appropriated for the purpose, upon the conditions as
hereinafter provided, one-half of which shall be paid on or before
September thirtieth, nineteen hundred and fourteen, and the resi-

and fifteen, and said commissicn shall secure.a deed to the Com-
monwealth for said property free from incunrbrance when the con-
ditions of this act have been complied with and when the attorney
general of the Ccmmonwealth shall have reported that the title to
said prcperty is good and the deed sufficient in law, and the said
commission shall have control over said lot and hold same for build-
ing purposes for the use of the Commonwealth in the manner to be
hereafter provided by law. The auditor of public accounts is hereby
authorized to pay the purchase money when ordered so to do by the
said commission by warrants on the treasury, provided at the end
of the fiscal year September thirtieth, nineteen hundred and four-
teen, the commissicn is satisfied the surplus in the treasury at that.
time justifies the purchase.
