Chap. 169.—An ACT to authorize the board of supervisors of Frederick county
to borrow money for the purpose of improving the ccurthouse and clerk’s
office of said county. (H. B. 230.)

Whereas, it is important that the board of supervisors of Fred-
erick county, shall have the authority to borrow money for the pur-
pose of making certain improvements to the courthouse and clerk’s
office of said county, without the delay and expense incident to sub-
mitting the proposed improvement to a popular election.
1. Be it enacted by the general assembly of Virginia, That
the board of supervisors of Frederick county shall have the au-
thority, in their discretion, to borrow such sums of money as may
be necessary to make the improvements to the courthouse building
and the clerk’s office of said county as said board shall deem neces-
sary, not exceeding twenty-thousand ($20,000) dollars. And in
pursuance of said authority, the said board shall issue the bonds
of the said county, signed by the president of said board and clerk
of said board, in such denominations as such board shall deem
advisable, hearing a rate of interest not exceeding six percentum
per annum, and shall have the right to dispose of said bonds at not
less than their par value. Said board shall fix the date of maturity
of the said bonds, reserving. if the board thinks proper, a right to
redeem the said bonds at par at such times as the board may de-
termine. But in case the said board shall prefer not to issue bonds.
as herein authorized, the beard is authorized to borrow money on
the credit of the county as it may deem best so that it shall not
borrow in excess of the said sum of twenty thousand dollars
($20,000), nor pay interest or discount in excess of six (6) per-
centum.
2. An emergency existing, it is further enacted that this act
shall take effect immediately upon its passage.
