Chap. 127.—An ACT to amend an act to authorize the cities of Newport
News and Hampton, and the counties of Warwick and Elizabeth City,
to appropriate money and to issue bonds for drainage of any lands
lying in the counties of Warwick or of Elizabeth City, and to add
thereto the county of York, and to authorize the construction of a canal
for drainage and transportation purposes through the said cities and
counties. (H. B. 448.)

1. Be it enacted by the general assembly of Virginia, That
an act entitled an act to authorize the cities of Newport News and
Hampton, ard counties of Warwick and Elizabeth City, to appro-
priate merey and to issue bonds for drainage of any lands lying
in the counties of Warwick and Elizabeth City, be amended and
re-ordained to 1ead as follows:
Sec. 1. That the cities of Newport News and Hampton, and
the counties of Warwick, Elizabeth City and York, be and the
same are hereby, authorized and empowered, jointly or severally,
and from time to time to appropriate such sums of money as in
the judgment of the councils of said cities, or of the boards of
supervisors of said counties deem wise and expedient, for the pur-
pose of constructing and maintaining a canal or waterway through
any lands lying in the said cities or counties, or either of them, for
the purpose of either draining the said lands, or as passage for
watercraft, or boat; to acquire by purchase, condemnation and
otherwise, whatever land or other property, including riparian
rights, that may be necessary for locating, creating, establishing,
constructing or improving, increasing, maintaining, operating, en-
larging or extending said canal, with the necessary landing places
and approaches, and streets and highways to, from and about the
same; to prescribe regulations for the maintenance, operation and
conduct of the same, and to contract for the doing of the said
work, either in whole or in parcels.
The boards of supervisors of said counties, and the councils of
said cities are authorized to issue bonds for the purposes above
enumerated, not to exceed, however, the limit prescribed by the
Constitution for the issuance of bonds: provided, however, that no
such certificates of debts or bonds shall be issued by the said cities
until and after the same shall have been authorized and the proce-
dure followed as set out in an act of the general assembly of Vir-
ginia, known as chapter three hundred and thirty-six, acts of nine-
teen hundred and twelve, approved March fourteenth, nineteen
hundred and twelve.
