Chap. 116.—An ACT to dedicate as and for a public street and highway
upon certain conditions, a strip of land composing the northwest corner
of the capitol aquare, not exceeding 15 feet at the point of its greatest
depth. (S. B. 79.)

Whereas, the northwest corner of the capitol square is bounded
hy Ninth and Capitol streets of the city of Richmond, Virginia;
and
Whereas, the present southeast corner of Ninth and Capitol
streets is a very abrupt change of direction, and owing to the much
increased amount of vehicular traffic at this location, it has become,
at times, a point of congestion; and,
Whereas, the only way in which this congestion can be remedied
is to dedicate for these purposes, a small strip of land composing
the extreme northwestern corner of the capitol square; and,
Whereas, the dedication herein proposed will also add to the
beauty of the square itself,
1. Be it enacted by the general assembly of Virginia, That
a small strip of land now composing the extreme northwestern
corner of the capitol square, be, and the same is hereby dedi-
cated as and for a public street or highway, upon the following ex-
pressed conditions and stipulations, namely:
First. The said strip or parcel of land hereby dedicated may
be described as all that strip or parcel of land now forming the
extreme northwestern corner of capitol square, and contained
within the boundaries of the said northwestern corner of the square,
and a curved line beginning at a point on the Ninth street line
of the square fifty (50) feet from the intersection of the east line
of Ninth street and the south line of Capitol street, and drawn
with a radius of fifty (50) feet, becoming tangent to the south
side of Capitol street fifty (50) feet from the intersection of the
south side of Capitol street and the east side of Ninth street, the
said strip or parcel of land not to exceed fifteen (15) feet at the
point of its greatest width or depth, which shall be opposite to
center of the said present northwestern entrance to the capitol
square. But for a more particular and exact description of the
strip or parcel of land hereby dedicated, reference is made to a
blue print made by the city engineer of the city of Richmond,
and on file in the office of the register of the land office, and to the
map thereof on file in the office of the said city engineer, marked
“Plan of the southeastern corner of Ninth and Capitol street,
showing the portion to be acquired from the capitol square for
the cutting off of corner location of proposed entrance, lines of
coping and curbing, also details of columns to be erected at new
entrance.”

Second. That the city of Richmond shall, within six months
from the passage of this act, by a proper ordinance, accept the
said dedication upon the terms and conditions herein contained and
shall make the necessary appropriation to approve and make avail-
able, for public use, the said strip or parcel of land as a part of
said streets, and shall bear all the expense thereof.
Third. That such improvements shall be in accordance with
plans and specifications approved by the governor of Virginia,
and shall include the removal and restoration Of the present gpate-
way or northwestern entrance to the square and the enclosure of
the square itself so far as same shall be disturbed, along the new
lines established by virtue of this act.
Fourth. All material that is used in and about making im-
provements and restoration authorized and required by this act
shall be satisfactory to the superintendent of grounds and build-
ings and the work shall be done under his supervision.
