CHaP. 164.—An ACT to amend and re-enact an act entitled an act to
authorize the trustees of New London academy to lease said buildings
to county superintendents of schools of Bedford and Campbell counties
for school purposes, approved May 10, 1887, as amended by an act
approved March 2, 1910, authorizing the trustees of the New London
academy to convey the real and personal property vested in them to
the county school boards of Bedford and Campbell counties, and pro-
viding for the maintenance and management of the academy; and to
enlarge the powers of the said board of managers.

1. Be it enacted by the general assembly of Virginia, That
an act approved March second, nineteen hundred and ten, and
entitled “an act to amend and re-enact an act entitled an act to
authorize the trustees of New London academy to lease said
buildings to county superintendents of schools of Bedford and
Campbell counties for school purposes, approved May tenth,
eighteen hundred and eighty-seven, and authorizing the trustees
of the New London academy to convey the real and personal
property vested in them to the county school boards of Bedford
and Campbell counties, and providing for the maintenance and
management of the academy,” be amended and re-enacted so as
to read as follows: ,
§1. The trustees of the New London academy are hereby
authorized and empowered to convey by deed, with special war-
ranty of title, to the county school boards of Bedford and Camp-
bell counties all of the estate, real and personal, held by them as
such trustees, to be held by the said county school boards for the
education, use and benefit of the white pupils living within the
said counties, or in other counties of the State of Virginia, under
such provisions and restrictions as the board of managers here-
inafter provided for may prescribe.
§2. The control and management of the estate of the said
New London academy shall be vested in a board of managers,
to be composed of the division superintendent of schools of Bed-
ford county, the division superintendent of schools of Campbell
county, and a member of the county school board of Bedford
county or of Campbell county, who shall be appointed by the su-
perintendent of public instruction. The term of office of the
member appointed as aforesaid by the superintendent of pub-
lic instruction shall be three years, unless his term of office as
school trustee sooner expire.
§3. The board of managers shall elect one of their num-
ber as chairman and another of their number as clerk, and all of
the expenditures of the funds of the said academy shall be by
checks or warrants authorized by the said board, and signed by
the chairman and clerk, respectively.
Each member of said board shall receive the sum of forty
dollars per year as compensation for his services.
§4. It shall be the duty of the said board of managers to
take charge of the estate of the said academy and control the
same, with power to the said board to make and change invest-
ments of the funds of the said academy, and to apply the reve-
nue derived therefrom to the support and maintenance of the
school, or to apply the principal of the funds coming into their
hands to the permanent improvement of the real estate of the
said academy, or to the purchase of additional real estate, as their
judgment may dictate.
It shall be the duty of the said board of managers to establish
departments for the education of white pupils of the counties
of Bedford and Campbell, or other counties of the State, to em-
ploy instructors, and do all other things needful and proper for
the government and operation of the said academy.
$5. The board of managers shall, in addition to the pow-
ers conferred by this act be vested with all the rights, power and
authority now or hereafter conferred by law upon district school
boards, including the right to apply for and obtain loans from the
iiterary fund of Virginia, in the manner prescribed by law relat-
ing to such applications by the several school boards of the
school districts in this State.
And the said board of managers is especially empowered to
apply for and receive, pursuant to the terms of the said law, a
lonn from the said fund for the purpose of paying off the debt
incurred in the erection of the new school building at the said
New London academy.
§§. The said academy shall be under the general control
and supervision of the State board of education, and in aii re-
spects conducted in accordance with the school laws of the State,
except as herein otherwise provided for, and shall be within the
jurisdiction of the division superintendent of Bedford county,
or of Campbell county, as the board of managers may from time
to time determine.
$7. The division superintendents of schools of the counties
af Bedford and Campbell, respectively, are authorized, in their
discretion, annually to set apart a sum for the maintenance of
the said academy, not to exceed one-twentieth part of the county
levy for public school purposes in each year; but the county
school boards, or the boards of supervisors of the said counties
may, in their discretion, respectively, set apart such additional
sums for the maintenance of said academy or the improvement
of its real estate, or the purchase of new real estate, as to them
may seem fit. The sums thus set apart shall be paid over to the
board of managers, to be by them distributed as herein provided

&§8. The board of managers may, in their discretion, fix the
charge to be made for the tuition of pupils; and at the end of
each month, or at periods fixed by the said board, the clerk of
the respective school districts in which the pupils reside shall be
notified of the amounts due for the tuition of pupils from said
respective school districts, which sum shall be paid to the clerk
of the board of managers by warrants drawn in accordance with
AW.
An immediate need existing for the application for a loan
trom the literary fund of Virginia by the said board of man-
agers of New London academy, this act is declared an emergency
act and shall be in force from its passage.
