Be it enacted by the general assembly of Virginia, That the
public taxes and arrears of taxes, due prior to the first day of
March, in the year nineteen hundred and thirteen, and nineteen
hundred and fourteen, respectively, as well as the revenue de-
rived from all sources, and all money not otherwise appropriated,
which shall come into the treasury prior to the first day of March,
nineteen hundred and thirteen, and the first day of March, nine-
teen hundred and fourteen, respectively, shall establish a general
fund, and be, and the same is hereby, appropriated for the fiscal
years to close on the twenty-eighth day of February, nineteen
hundred and thirteen, and the twenty-eighth day of February,
nineteen hundred and fourteen, respectively, in the following
manner and for the following uses, to-wit:

shall be paid from the fees and taxes collected from
fertilizers; including ten fertilizer inspectors, one
from each congressional district, who shall be paid
the sum of seventy-five dollars per month while em-
ployed, and their expenses, if sufficient for that pur-
pose; if not, they shall be paid pro rata from said
funds, but in no event shall any part of said salaries
and expenses be paid out of the public treasury, if in
excess of such taxes and fees collected on fertilizers;
to the department of agriculture and immigration
for the purpose of advertising the resources of Vir-
ginia in this and other States where new settlers are
available, the sum of five thousand dollars, to be paid
from fees and taxes collected from fertilizer, if suffi-
cient for that purpose; should there be any excess
from said taxes and fees on fertilizers, the same shall
be appropriated as provided by law.............. $

The State Female Normal School, the State Nor-
mal and Industrial Schools for Women, at Harrison-
burg and Fredericksburg, the Virginia Agricultural

the Virginia Military Institute, the University of
Virginia and William and Mary College, may each
draw from the treasury of the State from funds not
otherwise appropriated, in addition to the sum ap-
propriated to the support of these institutions, annu-
ally, a sum not to exceed one per centum for each
year’s appropriation to said institutions, for sup-
port, which sum shall be used for the establishment
of the State students’ loan fund, at each of the seve-
ral institutions, respectively, and this said sum may
be so drawn annually by each of said institutions for
five years after the passage of this act............ $
Each of the said institutions shall, upon such
terms, and according to such rules as may be pre-
scribed by the respective boards of trustees or visit-
ors, make loans from the said State students’ loan
fund to needy and deserving students of talent and
character from Virginia in the academic depart-
ments of said institutions, for the purpose of aiding
these to obtain an education at such institution who
might not be able otherwise to do so, the said loan
shall not exceed one hundred dollars in any one ses-
sion to the same student, and shall be made to said
student upon such terms as to time and security as
the authorities of the respective institutions shall de-
termine in each case: provided, that the rate of in-
terest charged students on such loans shall be four
per centum per annum.
The said State students’ loan fund shall be pre-
served from depletion by the said institution, and to-
gether with the repayments and accretions thereto,
shall be held and used for the purpose specified in
this act and no other; and each of the said institu-
tions shall annually, not later than July in each year
thereafter, file in the office of the State superintend-
ent of public instruction a statement, in detail, show-
ing for the year past the amounts received by said
funds, or the loans made, to whom made and upon
what terms, the amount of the corpus of said fund,
the amounts repaid to said fund and from whom,
and any other information deemed pertinent by the
institution so reporting, or which may have been re-
quested by the Superitreeniient of public instruction.

Crop pest commission.—All moneys received into
the treasury from certificates of registration for sell-
ing nursery stock, as provided in section twelve, chap-
ter two hundred and seven, acts nineteen hundred
and two and nineteen hundred and three, and the sum
of six thousand dollars, which shall include and
be in lieu of the appropriation made in said act, to be
used exclusively for the purpose of the commission. .$
The auditor of public accounts, during the fiscal
year of nineteen hundred and thirteen, is instructed
and empowered to draw his warrant in favor of the
Virginia regent of the Confederate museum for the
sum of one hundred and twenty dollars, to be ex-
pended for the Virginia room of the Confederate

The sum of five thousand dollars, or so much
thereof as is necessary for treating the outside of the
Capitol in such manner as may be proper; the outside
woodwork of both the Capitol building and Library
building shall be painted, and thirty days before the
next general assembly convenes, carpets consistent
with the colors on the walls shall be laid in the cham-
bers of the house of delegates and senate cloak rooms
and office of the clerk of the house of delegates, the
painting on the main floor and in the house and sen-
ate chambers and clerks offices shall be treated and
cleaned in the best manner and the woodwork re-
touched with paint; this work shall be done under the
supervision of the governor, register of the Land
Office and the secretary of the Commonwealth, who
shall constitute a committee to let the contracts for
this work and supervise the same ...........e0000- $
So much of the public revenue as may be receiv
treasury and the surplus of all other appropriations made pre-
vious to this date, unexpended, within the two fiscal years herein-
before provided for, and all other moneys not otherwise appro-
priated by law, shall constitute a general fund to defray all such
expenses authorized by law as are not herein particularly pro-
vided for.
The annuities of the public institutions of the State, and to the
State hospitals for the insane, shall be paid in monthly instal-
ments.
No institution in this State, except hospitals for the insane,
shall hereafter exceed the amount of its appropriation, and if any
such institution shall exceed the amount of its appropriation
there shall be no reimbursement of said excess nor shall there be
any liability or obligation upon the State to make any appropria-
tion hereafter to meet such deficit.
It shall not be lawful for the auditor of public accounts to pay
the State hospitals, or any other institutions, any money except
as is provided for in this act, or in pursuance of some act making a
special appropriation therefor. And the proper officer of each
public institution of the State, for which appropriation is made,
shall in his annual report give an itemized account of the expendi-
tures of such appropriations for such institutions; and every offi-
cer of this State for whose department appropriations are hereby
made shall make annually a report covering an itemized account
of the expenditures of such appropriation, and of all other sums
received by such institutions, departments or officers for any
source, and such reports and accounts shall embrace the expendi-
ture of all funds appropriated, including the interest on bonds
held by such institutions and hereinbefore directed to be paid to
them, which reports shall be forwarded to the general assembly
and laid before both houses thereof on the first day of each ses-
sion thereof.
2. All acts and parts of acts inconsistent herewith are hereby
repealed. |
3. This act shall be in force from its passage.
