Chap. 49.—An ACT to authorize the town of Courtland, in Southampton
county, Virginia, to issue bonds and secure same by deed of trust, and ap-
propriate the proceeds thereof to the erection of a public school building
in the said town.
Approved February 20, 1906.
1. Be it enacted by the general assembly of Virginia, That upon the
compliance of the town of Courtland, in Southampton county, Virginia,
with the provisions of the Code of Virginia as to issuing bonds by cities
and towns, the town council of the said town is hereby empowered and
authorized to borrow a sum of money, not to exceed five thousand dollars,
for the purpose of erecting a public school building in the said town, and
to issue bonds therefor, payable out of the town funds, and to secure said
bonds by deed of trust on said building and the lot upon which the same
may be erected in the said town. The said bonds shall be issued in such
a manner, and payable at such time, as the council of the said town shall
direct, not to exceed five years after their issue, with the power and right
to the town to redeem or pay off said bonds at any time they may see fit.
Such bonds and deed of trust shall be executed by the mayor of the said
town and attested by the recorder, and said bonds shall bear interest not
to exceed the legal rate: provided, this issue of bonds and the indebtedness
incurred thereby does not exceed the constitutional limit.
2. The council of the town of Courtland shall make suitable provision
for the payment of such bonds in accordance with the general laws appli-
cable to such cases.
3. On account of the immediate necessity of a public school building
in the town of Courtland this act is declared an emergency act, and shall
be in force from its passage.
