Chap. 266.—An ACT to provide measures to protect the battle flags —
have recently been returned to the State of Virginia by the United Sta
America, to appoint a commission of five (5) persons to carry out th
visions of this act, and to make an appropriation to defray the nece
expenses incurred under this act.

Whereas under the commendable influence of an altruistic infl
he United States of America have restored to the State of Virgini
ain battle flags around which Virginia’s noble boys in eighteen hw
nd sixty-one to eighteen hundred and sixty-five rallied in response |
all of their mother State; and
Whereas these banners (some (62) sixty-two in number) are
tored, boxed up, at the Confederate museum, and it becomes our dt
nake provision to keep and preserve them, and to so arrange that
nay be displayed to the thousands of our citizens who now and w
fter years wish to see them—all of whom can but view them wit
riotic pride ; therefore,
1. Be it enacted by the general assembly of Virginia, That a cor
ion be hereby appointed, consisting of the governor of Virginie
eutenant-governor of Virginia, the adjutant-general of Virginis
peaker of the house of delegates, and the inspector-general of the ;
amp of Confederate veterans of Virginia, who are hereby authorize
mpowered to carry into effect the provisions of this act.
2. In order to protect and preserve the said flags a case, or cas
ood and glass be purchased (by the said commission), in whic
lags shall be so placed that they be visible to visiting spectators wh«
esire to sec these interesting relics of strenuous years.
3. That the case or cases of flags shall be placed in the rotunda «
apital, if in the judgment of the commission it appears best so to do
4. The sum of ($500.00) five hundred dollars is hereby approp
uit of any money in the State treasury not otherwise appropriated,
nuch thereof as may be necessary, to be paid out on the order of th
ommission by warrant on the State treasury.
This bill being an emergency act, it goes into effect on its passage
