Chap. 226.—An ACT to provide for an annual appropriation for the Vir-
ginia State agricultural experiment station, and regulating the expenditure
thereof.
Approved March 15, 1906.
1. Be it enacted by the general assembly of Virginia, That in order
to aid in acquiring and diffusing among the people of the State useful
and practical information on subjects connected with agriculture, and
to promote scientific investigation and experiment respecting the prin-
ciples and applications of agricultural science, there shall be, and hereby
is, annually appropriated the sum of five thousand dollars to be utilized
as herein after provided for the more complete endowment and main-
tenance of the Virginia State agricultural experiment station, now es-
tablished in accordance with the act of congress, approved March second,
eighteen hundred and eighty-seven, and known as the Hatch act.
2. That the aforementioned appropriation shall be expended under the
general direction of the executive committce of the board of visitors of the
Virginia polytechnic institute, and shall be subject to the following pro-
vision in order that it may harmonize with the provisions of the Hatch
act, and permit of the development of the experimental work along cumu-
lative lines and in harmony with the lines of investigation already estab-
lished, and provide for such additional researches as the appropriation
will permit.
3. That it shall be the object and duty of the State experiment station
to conduct original researches or verify experiments on the physiology of
plants and animals; the diseases to which they are severally subject, with
the remedies for the same; the chemical composition of useful plants at
{heir different stages of growth; the comparative advantages of rotative
topping as pursued under a varying series of crops; the capacity of new
ants and trees for acclimation; the analysis of soils and water; the
hemical composition of manures, natural and artificial, with experi-
nents designed to test their comparative effects on crops of different
cinds; the adaptation and value of grasses and forage plants; the com-
wsition and digestibility of the different kinds of food for domestic
nimals ; the scientific and economic questions involved in the production
ff butter and cheese, and such other researches or experiments bearing
lirectly on the agricultural industry of the State as may be deemed ad-
‘isable.
4. That it shall be the duty of said station annually, on or before the
irst day of February, to make to the governor of the State a full and
letailed report of its operations, including a statement of receipts and
Xpenditures.
5. That bulletins or reports of progress shall be published by the sta-
ion from time to time, one copy of each to be sent to each newspaper in
he State, and to such individuals actually engaged in farming, as may
equest the same, as far as the means of the station will permit.
6. That the sum appropriated by this bill shall be used for the pur-
wse of paying the necessary expenses of conducting investigations and
xperiments and printing and distributing the results, as hereinbefore
rescribed.
